Many of the flavors are fat soluble such as cumin. That’s why, to make curry, you fry the spices along with garlic and onion in oil or ghee to mix all flavor into fat.
The water base is effective for water soluble spices such as Turmeric.
Also, the oil based pastes have longer shelf life.
